These working papers are part of a series of knowledge products being developed for CSOs to engage on governance issues in the WASH sector in the states of Bihar and Odisha. The papers, focusing on institutional setup and fiscal governance, attempt to map the rural water and sanitation (WATSAN) programmes, institutions and fund flow architecture for the states of Bihar and Odisha. There is also a roadmap for tracking and analysing budgets for WATSAN programmes flowing into any particular districts.
